ARTIRMA, EKSİLTME VE İHALE İLÂNLARI REQUEST FOR PROPOSALS WORKS

From Ministry of Transport and Infrastructure General Directorate of Infrastructure Investments: Ministry of Transport and Infrastructure General Directorate of Infrastructure Investments Specific Procurement Notice Request for Proposals Works (Design and Build) (Two-envelope Bidding Process Without Initial Selection) Tunnel Boring Machine (TBM) tunnels totaling 36.2 km, 22 double-track New Austrian Tunneling Method (NATM) tunnels totaling 23.3 km, 17 cut-and-cover tunnels totaling 3.7 km, two viaducts and 40 bridges totaling 22.1 km, Stations, etc. The scope of works covered under each lot is specified in the RFP document. The Telecommunication and Signalling Works are not included in this procurement package and will tendered separately

• 3. The Ministry of Transport and Infrastructure, Directorate General of Infrastructure Investments now invites sealed Proposals from eligible Proposers for the Design and Construction of Infrastructure & Superstructure Works including Electrification subdivided into the four lots below. Proposers may submit Proposal for one or more lot(s).

Lot 1 — Construction and Electrification Works for the Çayırova – Sabiha Gökçen Airport – Kurtdoğmuş Corridor (28,49 km)

Lot 2 — Construction and Electrification Works for the Kurtdoğmuş – Alibahadır Corridor (25,76 km)

Lot 3 — Construction and Electrification Works for the Alibahadır – YSS Bridge – Mithatpaşa Corridor (32,14 km)

Lot 4 — Construction and Electrification Works for the Mithatpaşa – İstanbul Airport – Çatalca Corridor (39,49 km)

• 4. The procurement will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), and is open to all eligible Proposers.
• 5. Interested eligible Proposers may obtain further information from Serkan UÇAR, Head of Railways Construction Department -AYGM (General Directorate of Infrastructure Investments), irfan.kurnaz@uab.gov.tr, Telephone: +90 312 203 17 40 and inspect the RFP Document during office hours 0900 to 1700 hours (Turkiye time) at the address given below. • 6. The RFP Document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Turkish Lira 13,000 (thirteen thousand) to the Employer's bank account indicated below. Prospective Proposers who have bank accounts in currencies other than Turkish Lira may request their bank to make the transfer of the fee in Turkish Lira. The document will be sent by e-mail. Download links to the Employer's Requirements, Drawings, and any other large sections that form part of the RFP document shall be provided in the relevant sections of the RFP document and those sections can be downloaded by the Proposers. In case of any difficulty in downloading those sections, Proposers should send a written request to the Employer's email address specified below.

• 7. A single-stage, two envelope RFP process will be used, and the Proposal will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as detailed in the RFP Document. The Technical and Financial Parts of the Proposals shall be submitted simultaneously in two separate sealed envelopes.
• 8. The Proposal, both the Technical Part and the Financial Part, must be delivered to the address below on or before 14.10.2026 – 14:30 (Ankara Time). Electronic Procurement will not be permitted. Late Proposals will be rejected. The Technical Part of the Proposals will be publicly opened in the presence of the Proposers' designated representatives and anyone who chooses to attend at the address below on 14.10.2026 – 14:45 (Ankara Time). The Financial Part shall remain unopened and will be held in safe custody of the Employer until the second public opening of the Financial Part, following the evaluation of the Technical Part of the Proposals.
• 9. Proposers may submit Proposal for one or more Lots/contracts, as further defined in the RFP Document.
• 10. All Proposals must be accompanied by:

(i) Proposal Security in the amount for each lot as specified in the table below. The proposal security should be enclosed in the envelope containing the Technical Part of the Proposal, in accordance with the provisions of the Request for Proposals.

(ii) Local Labour Method Statement

• 11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the RFP document."
